(Moderator Note - This is one part of a larger representation document, which has been divided into the relevant MC sections. Full document attached) 7.5 Policy HOU1 – Affordable Housing (MC48) 7.5.1 Gladman have calculated that using the percentages prescribed in policy HOU1 would lead to the delivery of circa 2,200 affordable dwellings over the plan period. It should also be noted that this is a maximum which would be delivered under current Local Plan proposals, as many of the sites in and a

See attached Draft Policy HOU1 Affordable Housing (MC48) We disagree with the policy approach in relation to the 'Rest of the Borough' category. In our view, the approach is too onerous and the level of total affordable housing requirements is set too high. In addition, we feel that the dwelling number threshold of 10 dwellings and the site size threshold of 0.5 hectares is set too low. The effect of this policy stance will impact on the viability schemes, particularly schemes within the rural

CSP supports the rewording of this policy which has helped make it far clearer in regards to its application. CSP welcomes the recognition that an agreed viability position with ABC would present an opportunity to consider improving the provision of affordable housing whilst ensuring a development remains viable and therefore deliverable. CSP agrees with ABC's approach on this matter that providing a range of options for improving affordable housing provision on a case by case basis will help en

Replacement para. 5.5 is unsound. Although Wye with Hinxhill Parish Council supports the aims outlined in the proposed replacement paragraph, as far as they go, and welcomes the reduction in the qualifying threshold for the provision of affordable dwellings from 15 units to 10 per site, in line with national guidance. This overdue change will address, in part, the accumulated shortfall in provision of affordable dwellings in rural settlements. However, the Council has not taken the option to im

HOU1 – Affordable housing The percentage of affordable housing the proposed thresholds are unsound because they are unjustified and are not consistent with national policy Firstly, the threshold for requiring affordable housing contributions is not consistent with national policy. PPG clearly sets out in paragraph 031 (Ref ID: 23b-031-20161116) that contributions should not be collected on development of 10 or fewer homes where the gross floor space is no more than 1000 sqm. As such the policy i

AFFORDABLE HOUSING Policy HOU1 (MC48) We consider that the social renting provision is too low and we believe that the policy must be amended to increase the rental percentage. Affordable shared ownership homes must have covenants placed on all schemes to prevent extensions/conversions, etc., so that they remain affordable in perpetuity.

We support the amendments made to this policy, which reflect the emerging policy position of the Government encouraging delivery of affordable home ownership products. In order to fully reflect those tenures set out in the White Paper we do recommend the below wording change to ensure long term compliance with national planning policy: "5.4 Affordable Housing for the purposes of this policy includes affordable/social rent and affordable home ownership products which includes starter homes, rent

Issue 3) Truly affordable housing provision for local people This is the one type of housing we really do need. Many local people in our village cannot afford to rent or buy local housing, despite the complicated array of so called 'affordable housing products' on the market. Please confirm that Shadoxhurst is included in 5.9 'the rest of the Borough' and that any development here will provide a minimum of 40% affordable housing. I believe you should have an actual target for affordable homes

Draft Policy HOU1 should be reworded to make reference to schemes of '11 or more dwellings'. The Written Ministerial Statement 2014 sought to remove the burden upon small scale residential development schemes by excluding them from a requirement to provide, or contribute financially towards, affordable housing provision. It states "for sites of 10-units or less, and which have a maximum combined gross floor space of 1,000 square metres, affordable housing and tariff style contributions should no
