To be "Sound" a Plan should be Positively Prepared, Justified, Effective and Consistent with National Policy
Do you consider that this ‘Main Modification’ is sound? Yes
If you previously commented on the Local Plan, as a result of this ‘Main Modification’ do you wish to withdraw, replace or add to any previous comments? Egerton Parish Council and its Neighbourhood Plan Committee welcome the updating of specifications and categories of lighting to match new technological advances. This is a topic that will need continual review and upgrading :a) because of the increase in development across the borough and the lighting it entails and b) because of continued technical advances. The zones of dark sky need to be more specific as an Annex to the Plan. Moreover the document that originally designated the zones is not specifically mentioned - and may be out of date by now due to the spread of development across Ashford and Maidstone - this has had a detrimental effect on the dark sky above Egerton that prevailed until a few years ago. The "identified rural settlements" need to be spelled out better eg Zone 0 needs to state what it includes, then for Zone E1 and E2 we presume it ought to say "where they are not included in Zone E0". The designation of Zones need to be reviewed and specified more clearly.
