If you consider this ‘Main Modification’ to be unsound, on which grounds do you consider it so?

Please give details of why you consider this ‘Main Modification’ to be unsound in accordance with the tests above (if applicable)? policy Hou 10 attempts to establish the parameters under which garden development will be permitted. the opening paragraph suggestest that the policy is supportive and permisive in relation to garden development.

however the qulifications of significant harm in part b) of the policy introduce an ambugity to the policy which is not helpful. the areas of qualification listed including The surrounding graina and built pattern of development, the prvailing buiding density, line, frontage width, building orientation, distance from the road, existing plot sizes and visual speration between dwellings will all necesarily be affected by the introduction of new development within garden plots. the policy does not define in terms of each qualification what would represent significant harm. this leave the policy open to intrprepreation by officers without a benchmark by which to measure the assement of harm.
