The Transport Policies in the Local Plan are reasonably related to the development proposals in the
Plan (i.e. the Site Policies) but we would make the following comments.
Junction 10a
6.2 The proposed new Junction 10A is identified as a requirement for many of the proposed residential
developments south of Ashford. The Council proposes a staged release of consented sites affected by
Junction 10A once Highways England (HE) has obtained a Development Consent Order (DCO) for that

POLICY TRA1 – STRATEGIC TRANSPORT SCHEMES
The Policy states that "The Council will seek the implementation of highway and other strategic schemes that will remove serious impediments to growth and/or secure important environmental benefits. These include a new motorway junction (Junction 10a), the Pound Lane link road, the A28 dualling and Chart Road improvements and measures to improve the former Ring Road junctions."

5.19 We object to this Policy on the basis it fails to make provision for the full repayment of the
costs to Park Farm for the forward funding of M20 J10 Interim, completed in September 2007.
The works were forward funded by Taylor Wimpey and Persimmon Homes to facilitate the
release of housing in the south of Ashford. The failure to reference this is not 'Justified' and
would fail to make the plan '

reference needs to be made to the Roadside Nature Reserve AS07. The junction development needs to avoid impact on this site of county importance and where this is not possible mitigation needs to be provided. This should be be incuded in the policy in order to comply with the NPPF para 113 and 114.

It is clear from a study of any road map of Ashford that road and highway development in the town is far from efficient and that there has been little traffic modelling to underpin various kinds of urban development (mainly housing and employment areas). A ready example of this is the need for the additional Junction 10a on the M20. Nowhere else in the country has two proposed motorway junctions so closely located and it is one of the outputs from traffic modelling to make sure this type of need

5.222 My concerns are that HE's Jct10A scheme takes no account of the true likely traffic.
5.226 My concerns are that the Council will not vote to control growth within the limitations of the road network as current and in on-going schemes (Jct10a)
