The junction development needs to avoid impact on this site of county importance and where this is not possible mitigation needs to be provided. This should be be incuded in the policy in order to comply with the NPPF para 113 and 114.

It is clear from a study of any road map of Ashford that road and highway development in the town is far from efficient and that there has been little traffic modelling to underpin various kinds of urban development (mainly housing and employment areas). A ready example of this is the need for the additional Junction 10a on the M20. Nowhere else in the country has two proposed motorway junctions so closely located and it is one of the outputs from traffic modelling to make sure this type of need
