Policy TRA2: Strategic Public Parking Facilities KCC wishes to provide some background context on Park and Ride as a principle of the Local Plan. As a concept, Park and Ride gained some traction in 2010 when a funding bid submission for capital grant was prepared, however it was never formally submitted to the Department for Transport. The Smartlink concept was based on the proposal for three outlying Park and Ride sites positioned at locations at the periphery of the Ashford Urban Area, and ea

Draft Policy TRA2 Strategic Public Parking Facility Draft Policy TRA2 states that the Council will prioritise the delivery of four strategic public parking facilities by 2030 in the form of: * Two multi-storey car parks at Victoria Road and the Commercial Quarter; and * Two park and ride facilities at Chilmington Green and The Warren. It goes on to state that proposals which will prejudice the ability to deliver these 3 facilities on a viable basis will be refused unless it can be agreed wi

Support the proposal to introduce park and ride schemes as this can have a huge impact on the traffic bottlenecks going into Ashford and the surrounding areas. If well planned the park and ride schemes should help to ease traffic congestion and, one would hope, the levels of air pollution too!

The centre of Ashford is about to experience chaos as the number of available parking spaces is drastically reduced at the same time as demand is about to explode - the parking document describes the potential shortfall. Dover Place carpark is about to be reduced in size at a time when there are times when it is not possible to get a parking space near the station after 10am. Other spaces further from the station are available but at much greater cost; furthermore finding them will be difficult.

TRA2 - The policy is unsound. The justification for such and park and ride facility are not provided. Paragraph 5.253 undermines the need for such a facility. It states "At this time, accepting that there is no Park and Ride facility serving Ashford Town Centre, evidence from the Council's discussions with the commercial office developers demonstrate an unwillingness to provide a parking solution that doesn't provide for dedicated parking spaces on-site (or nearby) as this is what the majority

ABC's allowance of parking spaces for individual houses and visitor parking is to be applauded (TRA3), but we would welcome a plan for improved parking provision in Tenterden (TRA2), where the problem is becoming acute. The proposed extension of parking at the Leisure Centre will not solve the problem in our opinion.

All strategic road projects seem vital to make future development sustainable. 5.252 Park and Ride requires people to be coming to be guaranteed a regular and very frequent service. A minimum service requirement should be set on the operator. It cannot be the only answer to commuter parking because it adds uncertainty into the commuter journey.

How will the park and ride car park proposed for 'the Warren' affect the Warren that I know, which is the wooded area that is used by local residents?

Policy TRA2 seeks to safeguard two Park and Ride facilities at Chilmington Green and the Warren. My clients consider that there is no realistic prospect of the Local Authority implementing a Park and Ride strategy and the safeguarding of land at The Warren is unnecessary and unjustified. The evidence base which informs the emerging Local Plan includes a report by PBA on behalf of Ashford Borough Council 'Ashford's Parking Review', dated December 2014. The purpose of the review was to update the
