The County Council – as Local Minerals and Waste Planning Authority - confirms that, according to British Geological Survey safeguarding data, Sub-alluvial River Terrace deposits are present within the allocated site and are vulnerable to sterilisation. As set out in the adopted Kent Minerals and Waste Local Plan 2013-2030, Policy CSM 5: Land-won Mineral Safeguarding and Policy DM 7: Safeguarding Mineral Resources detail how minerals of economic importance will be safeguarded from being unneces

The County Council will require proportionate financial contributions towards KCC services including towards the construction costs of any new education provision required to mitigate the impact of the proposed development, as well as contributions towards the expansion of Finberry Primary School.

Finberry North West (Policy S15) 5.6 Policy S15 allocates Finberry North West for up to 300 dwellings and 8,500 sqm of B1-B8 employment floor space. The policy envisages that employment uses will cater for a mix of small and medium units. The policy also seeks to deliver not fewer than 10 live/work units. 5.7 The Commissioners have been in dialogue with the Council since early 2014 with regards the allocation of this land for residential uses. This has included space planning exercises and

This allocated site will affect a number of Public Rights of Way including a strategic Public Bridleway connection. The proposed policy is not specific enough in detail to direct designers to incorporate the strategic objectives for non-motorised access to the site. The County Council therefore recommends that the following changes to the current proposed policy:

Policy S15 allocates upto 300 dwellings on the site known as 'Finberry North West'. In line with paragraph 162 of the National Planning Policy Framework (NPPF) and the National Planning Practice Guidance (NPPG), we have undertaken an assessment of our infrastructure, including its ability to meet the forecast demand for the proposed development. That assessment reveals that additional local sewerage infrastructure would be required to accommodate the proposed development (involving making a

CPRE supports this Policy. A masterplan is required to ensure employment, residential, landscaping and parking use are appropriately 'blended' to ensure a high quality development, that sensitively meets the countryside and delivers a high quality of life to residents.

CSP supports the allocation at Finberry North West for housing development and also welcomes the significant reduction in business floorspace in this location. However, it is noted that there remains a requirement for 8,500 sqm of B1-8 employment floorspace and the Masterplan also requires that not less than 10 live/work units are provided with flexible ground floor space, adjacent to the central area. CSP objects to these elements of this policy as the viability of these uses in this location

Agree with the proposal and happy to see the green corridor maintained and extended as this provides a much needed respite from urban development as well as providing habitats for local wildlife. The original employment planned may well not have been suitable so housing, well planned, with cycle routes etc. and a community feel would be welcome.

POLICY S15 - FINBERRY NORTH WEST Policy S15 proposes that the Finberry North West site deliver up to 300 residential dwellings and 8,500 sqm of B1 employment space. Paragraph 4.169 states that "housing development is limited to 700 dwellings at Finberry until M20 Junction 10a is completed. However, should planning permission be granted before this date then the dwellings on this site can come forward provided the overall total figure for the wider site does not exceed the current capacity cons
