General points * Charing Parish Council has not yet had an opportunity to discuss the Plan and its effect on the Parish with ABC planners. We trust there will be an opportunity to do this before the next draft is finalised. This is particularly important as we are starting to work on our Neighbourhood Plan. The next few months will see a number of workshops and meetings with residents and we expect to have one or more better options for future housing development than site S28 Northdown Service

We support the Strategic Objectives of the Local Plan outlined in Policy SP1. In particular we support the objective to develop in accessible and sustainable locations, ensuring development is supported by community facilities and the protection and enhancement of built heritage. However, we believe that more emphasis should be given to developments which enrich local communities and meet community needs.

"The other rural service centres of Charing, Ham Street and Wye will remain important providers of shops and services, with care taken to conserve and enhance their historic centres and the delivery of limited development." Discussion: The final phrase in this sentence is not clear. Nor does it connect the rural service centres with their tourism role, discussed in para. 5.213 and its reference to the "…unspoilt 'Garden of England' countryside with its picturesque villages, large number of list

Please see attached Document Policy SP1: Strategic Objective 5.3 Whilst in general we broadly support the objectives of Policy SP1, objection is raised to criteria c, which currently states that: 'To create the highest quality design which is sustainable, assessable, safe and promotes a positive sense of place through the design of the built form, the relationship of buildings with each other and the spaces round them, and which responds to the prevailing character of the area. I agree wholeheartedly with the aspiration to preserve the character of the Borough's rural area and range of attractive settlements. To this end I believe it essential to maintain adequate rural space between the growing urban area of Ashford town and the surrounding villages. In particular this would necessitate maintaining the existing green space brtween Ashford and Mersham to the east of Highfield Lane and Cheeseman's Green Lane.

SP1 bullet point B pg12 "…built heritage and biodiversity;" Discussion: In contrast to the references in 3.5 The Vision to the protection and enhancement of rural areas of the Borough, Policy SP1 has almost nothing to say about them Proposal:"…natural environment" add its Areas of Outstanding Natural Beauty and their settings, landscape character, "built heritage and biodiversity"

I support this part of the Local Plan, in particular the clauses concerning development to be in accessible and sustainable locations. And I fully endorse ABC's commitment to protecting and enhancing the Borough's natural environment and heritage. In as far as I am able to judge the legal compliance I believe the NPPF endorses the need to protect the green environment and to retain in their distinctiveness Areas of Outstanding Natural Beauty.
