The County Council strongly supports the inclusion of a strategic objective to ensure the highest quality design standards are achieved (Policy SP 1 Strategic Objectives). The Local Plan clearly affords significant emphasis on promoting high quality design, reflecting the importance attached to design by the Government in the National Planning Policy Framework. KCC therefore welcomes and supports Policy SP 6 Promoting High Quality Design and will continue to champion the highest deliverable stan

Providing a high quality design has been problematic in the past with pressure to increase density of housing losing out to quality considerations and there is no recognition of this in the policy.

SP6 – the inclusion of landscape character in this policy should include reference to the AONB Management Plans which identify the significant landscape character components of each area.

SP6 Promoting High Quality Design p40 It has long been the Policy to produce high quality design in new developments. This has not been universally achieved. Kingsnorth Parish Council considers that an Enquiry by Design Workshop should be held for Court Lodge. This is especially important as Kingsnorth does not have either a village design statement or a neighbourhood plan. We consider that all new houses should have solar panels. This will minimise the proliferation of solar farms on agricult

Quality of design and designs that fit in with the existing housing is appreciated and helps to create a better place to live. Likewise sustainability should be a priority and new housing which is both energy efficient and also energy productive should be considered; solar tiles, instead of ugly solar panels, can be built into the design along with water harvesters to make use of an ever valuable resource.

Ref 3.163. Design and Access Statements tend to be of varying quality and accuracy. Some are very poor, vague, misleading and onerous to read but still accepted. More emphasis should be placed on the importance of public consultation as part of the application process.

SP6. We agree that full consultation with local communities should take place before approval is given to new developments, in line with NPPF Para. 66. Design options need to be in sympathy with local neighbourhood plans and parish design plans. However, there seems to be little ambition to introduce innovative design features (NPPF para. 63) other than on individual sites, and it would be encouraging, where appropriate, to see some innovative design in larger developments rather than what is b

Policy SP6 substantially repeats/is in line with the design guidance in the NPPF (para 58) save and except that it fails to mention that it is also good design to 'optimise the potential of the site to accommodate development' (NPPF, para 58, bullet 3). This should be reflected in the policy criteria as a separate requirement (criteria j) to be 'Consistent with National Policy', since the other NPPF considerations have already been reflected.
