HOU13 requires specific internal layouts to be provided within new housing, no evidence is identified for justifying this approach. Without a sound evidence based to support this approach the requirement should be removed, otherwise the matter is simply imposing personal taste and preferences on the householder and takes no reference of family social interaction or the exclusion caused whilst family members are undertaking different tasks.
