The reliance on windfall sites, both for housing and gipsy pitches, places the rural parts of the Borough under serious threat. Since this Council is seen not to have a 5 year supply, and since the NPPF favours sustainable development, particularly where the 5 year supply is lacking, the temptation will be to allow development which may gradually destroy the rural areas - HOU 3, HOU 4 and HOU 5.

P. 175. Para. 5.62. POLICY HOU5. We recommend that a degree of flexibility is applied to new-builds in these areas, and that the criterion of "walking distance from…an adjoining settlement" should pertain where it makes sense. N.B. NPPF Para. 55 stresses there should be no 'new isolated homes the countryside', which of course we support. But in due course we see the need to gently extend the LBD in some cases so as to avoid over-development of villages through windfall permissions.
