We support the suggestion in para. 5.400 that ABC will prepare an SPD setting out guidance to support local groups wishing to prepare local heritage lists of notable buildings that are not officially listed by English Heritage, which we believe could be helpful in maintaining and improving Egerton's legacy.

We fully support Policy ENV14 and the preceding supporting text. We particularly support the recognition that the setting of a Listed property contributes to the significance of the property and that addressing this should be part of any proposal. It is also welcomed that the sensitive re-use of heritage assets is supported where the building in question is redundant or under used, and that the proposed use is viable.

I think this dilutes the requirements of the NPPF(Paras 132 and 134) which require the public benefits of proposals to be assessed in cases where there is "less than substantial harm" and great weight should be given to the asset's conservation.
