The County Council will require financial contributions towards KCC services including towards the construction costs of any new education provision required to mitigate the impact of this development.

The proposed development site will directly affect Public Footpath AT10 and reference to the need for its improvement of width and surfacing must be included. The path provides a direct link to the village centre and school and allowances for its improvement must be accounted for due to the increase in use and desire to access amenities through sustainable means. Designers must also be directed to ensure this route is overlooked by emerging properties to provide secure access.

Policy S27 allocates upto 45 dwellings on the site known as 'Biddenden – North Street'. In line with paragraph 162 of the National Planning Policy Framework (NPPF) and the National Planning Practice Guidance (NPPG), we have undertaken an assessment of our infrastructure, including its ability to meet the forecast demand for the proposed development. That assessment reveals that: (i) the development site is in close proximity to Biddenden Wastewater Treatment Works (WTWs) and (ii) additional

S27 has not been positively prepared and objectively assessed against infrastructure and transport needs is not justified.

S27 is not consistent with the NPPF of sustainable development. This is due to inadequate infrastructure, education, health facilities and transport.

It is not good talking about a community building housing a doctors surgery unless this is put into place before building. homes takes place we have already been unsuccessful in obtaining a part time surgery and Headcorn surgery appointments can take up to 3 weeks unless you are in a critical condition. Our local school is over subscribed and so is Headcorn and if children have to rely on our local bus this is very expensive even if the KCC provides a bus I assuming the housing is for low paid w

Representation form comments: Failure to objectively assess against infrastructure and transport needs. Not effective - timely delivery unlikely in present form. Not sustainable. Covering Letter: This petition has been signed by over 300 adult residents of the Parish/ward of Biddenden, Ashford, Kent in response to proposals for 45 homes to be built at the southern end of a site submitted for development in 2013. Although the Borough Council has offered an online commenting facility and an o

These representations are submitted on behalf of Millwood Designer Homes, who control the proposed allocation at North Street, Biddenden. They very much welcome the fact that the Borough Council has identified their site for residential and related development in the draft local plan. Nevertheless, they wish to submit a number of comments about the proposals as set out in Policy S.27. My clients have been working with the landowner and, indeed, yourselves for the past three years in order to co
