Specific Policies – Charing
While the A20 has capacity to take additional traffic, many roads within Charing village, including Station Road and Pluckley road, are overcrowded. Topography, the absence of crossing places and the AONB make any significant development along the A252 impractical. We would like to see a policy stating that any development in Charing village, other than infill, should have direct access to the A20. |

The County Council – as Local Minerals and Waste Planning Authority - confirms that, according to British Geological Survey safeguarding data, Sub Alluvial River Terrace Deposits are present within the allocated site and are vulnerable to sterilisation.
As set out in the adopted Kent Minerals and Waste Local Plan 2013-2030, Policy CSM 5: Land-won Mineral Safeguarding and Policy DM 7: Safeguarding Mineral Resources detail how minerals of economic importance will be safeguarded from being unneces |

The County Council will require financial contributions towards KCC services including towards the construction costs of any new education provision required to mitigate the impact of this development. |

Overall we are pleased to note that matters of interest to us have been addressed and as such we consider the sound. We do however, have a few comments to make and suggested amendments for clarification purposes.
Policy S28 - Charing – Northdown Service Station, Maidstone Road
We consider a petrol filling station to be a potentially contaminative use. Any redevelopment must consider this, and take appropriate measures to prevent any pollution to controlled waters. |

* Policy S28 - Charing - Northdown Service Station, Maidstone Road. P. 128 onwards. This states:
Land at Northdown Service Station is proposed for residential development for up to 20 dwellings. Development proposals for this site shall:
* Be designed and laid out in such a way as to protect the character and setting of the countryside. Particular attention needs to be given to the topography of the site and advice in the Charing Parish Design Statement;
* Provide vehicle access onto the A20 M |

CPRE Objects to this proposed allocation.
This proposal would amount to isolated development in the countryside. Boundaries are not defensible and there is a significant risk that the consequence of this would be further development in this locality. It is in an unsustainable location well beyond the built confines of the village. The character of the road network in the locality reinforces the separation of the site from the village.
The emerging neighbourhood plan is the appropriate process |

P.128 POLICY S28 Charing, Northdown Service Station, Maidstone Road (up to 20 dwellings). We object to the inclusion of this site. The site is well outside the built area of Charing and could lead to ribbon development along the A20. |

Policy S28 - Charing – Northdown Service Station
This site lies immediately adjacent to the Kent Downs AONB boundary and it is not considered that development in the southern most part of this site would relate very well to the existing village settlement. If the site is to be allocated for development it is imperative that impact on the adjacent AONB is appropriately mitigated. In this respect, we would like to see the policy amended to require appropriate mitigation, which should include the |

this site is outside the built area of Charing village and would set a precedent as relatively isolated development for development filling up the area back to poppy filed being the hotel/ restaurants and west as far as Hook lane or even beyond . That would be a radical change to the extent and character of Charing and should not be "provoked" by proposing development at this site.
The also materially affects the setting of the AONB.
It is wrong to describe Charing as large settlement : it is |
