Policy S33 allocates approximately 25 dwellings on the site known as 'High Halden – Land at Hope House'. In line with paragraph 162 of the National Planning Policy Framework (NPPF) and the National Planning Practice Guidance (NPPG), we have undertaken an assessment of our infrastructure, including its ability to meet the forecast demand for the proposed development. That assessment reveals that: (i) additional local sewerage infrastructure would be required to accommodate the proposed develo

* Objections in respect of Chapter 4 – Site Policies 3.1 Issues relating to the Local Plan's compliance and soundness are set out in the preceding section and do not need to be repeated. 3.2 It is further considered that Site S33 – land at Hope House, High Halden – is unsuitable for inclusion. The site suffers from a number of constraints not least of which is the inability to accommodate two storey units across its entirety due to visual and other constraints. Furthermore, there is a requirem

This representation relates to the proposed allocation S32 Land at Hope House, High Halden and is made on behalf of the site promoter. It is considered that the proposed allocation has been appropriately considered and is consistent with National Policy. It is a positive response to the council's requirement to provide sufficient housing to meet objectively assessed housing need, the allocation is justified in this respect and for the reason identified above, by having a developer / promoter on

CPRE does not object to this proposed allocation. Part B of the policy, however' needs reworked. The criteria refers to protecting the residential amenity of the listed building, without discussing its setting, or significance. Surveillance of the pond is a separate issue and should be a separate criterion. At criteria a), relating to a wildlife corridor, delete: 'where possible'. This should have a more positive emphasis. It is observed that it would be easier to respond to the constraints of

The Parish Council accepts this site's inclusion in the Local Plan. It is a grassland area in the centre of the village and appropriate for infill development. By virtue of its setting next to Grade II-listed Hope House, the scale of development, including the number of homes and design must be sympathetic to the location, this is contained in S33b and must be rigorously enforced. Policy HOU1 requires delivery of affordable housing on all sites of 10+ dwellings, the number being dependent on l

The two reasons that various applications have been refused on before are: * The safety issue of vehicles and the main road. * The proposed site is outside of the confines of the village. These reasons are still very valid, the road is extremely busy already and is busier now than when previous applications were submitted. The field is outside the confines of the village, on a quicker part of road, with no footpath. In addition to this the following points need to be raised. Listed and Hist

The last 2 village plans and ongoing feedback from the community has referred to the inadequacy of the village war memorial hall to meet the community needs of the village particularly in view of its situation on the main A 28 without room for sufficient parking. The land at Hope House is the last significant area in the village available for development and could be planned to include a new village community centre. If the planned housing included accommodation suitable for retired/disabled re

This site is inappropriate for residential development for the following reasons. Traffic/Highway Safety There have been 2 previous applications all of which have been refused on various grounds. The proposed location of the access is on a bend in the road, opposite an already busy junction to a previous housing estate of approximately 50 properties. The road currently has a 40 mph limit and traffic already exceeds this on a regular basis, even with the current traffic calming in plac

Comment regarding Policy S33 Whilst I am generally supportive of development at this site, I believe the policy should be more specific. There is an opportunity to bring broader benefits to the parish of High Halden. The site lends itself to be a "Retirement Village" positioned in a way that utilises the existing pond, open space and wildlife corridor that was already noted in the policy. Additionally it would allow a "Community Centre" to be included as part of the development, this should inc
