We note draft Policy EMP9 which requires Sequential Assessments and Impact Tests on development outside of the town centres. We believe this has been prepared in accordance with national policy and guidance and is therefore acceptable. Indeed both were addressed within the Phase 2 application. Draft Policy EMP 9 – Sequential Assessment and Impact Test This policy relates to retail development that is not within a primary shopping area and not in accordance with other site location policies. It states that 'town centre development' will only be permitted if three criteria in the emerging Local Plan are met:  the sequential test has been satisfied;  the site is accessible and well connected to the town centre; and  the development will not result in significant adverse impact.
