Policy S31 allocates up to 50 dwellings on the site known as 'Hamstreet – Land North of St. Mary's Close'. In line with paragraph 162 of the National Planning Policy Framework (NPPF) and the National Planning Practice Guidance (NPPG), we have undertaken an assessment of our infrastructure and its ability to meet the forecast demand for the proposed development. That assessment reveals that additional local sewerage infrastructure would be required to accommodate the proposed development (inv

Hamstreet – Land North of St Mary's Close Paragraph 4.319 notes that there is an existing Public Right of Way that leads to Hamstreet Woods Site of Special Scientific Interest (SSSI). It can therefore be expected that there will be an increased usage of the SSSI for recreational activities. While the SSSI is not currently in unfavourable condition due to recreational usage, we are mindful of the new development to the south of the railway line will not be part of the current baseline. ABC should make it clear that the generous buffer to the north of the site also serves the purpose of protecting and avoiding impact upon ancient woodland adjacent to the site. This will demonstrate that Policy S31 is compliant with the NPPF para 118 regarding the protection of ancient woodland.

CPRE objects to this proposed allocation. A review of approach to development in this settlement is required. Land north of St Mary's Close is somewhat disjointed from the village and does not amount to a functional extension to the village. There are too many compromises associated with the development of this site, including worrying crossing hazards for children going to school opposite the site. Traffic movements associated with the school are already a safety concern.

Following the recent public consultation event and discussions at Parish Council meetings we felt it appropriate to clarify the academy's position. Whilst Orlestone Parish Council (OPC) accepts that Ashford Borough Council (ABC) has an obligation to comply with National Planning Policy in the need to provide 12,600 new homes in the Borough by 2030 we cannot however agree with all of the site policies put forward in the Draft Local Plan. We are not qualified to comment on sites in other Parishes and will confine our comments to sites within the Parish of Orlestone. Policy S31 – Hamstreet – Land North of St. Mary's Close.
