Chilham Parish Council has found it challenging to engage effectively in the process of identifying and influencing the infrastructure required to support new development, and there is no recognition of the fact that a number of responsibilities have been devolved to parish councils.

FUNDING AND DELIVERY OF INFRASTRUCTURE (POLICY IMP1) 5.11. We agree with the Council that where possible S106 provides a more certain means of delivering specific infrastructure and services than the use of CIL receipts (para. 5.456). However, the Council needs to be mindful of the relationship between their viability report and site specific requirements of allocations. 5.12. Although some allocations have been exempt from CIL not all have been, including our site at St. Mary's Close, Hams

Policy IMP1: Infrastructure Provision 3.39 The supporting 'Infrastructure and Delivery Plan and accompany Schedule, May 2016', is very light on detail and there are a number of items of infrastructure that are identified to be secured under S106. There is no analysis to demonstrate that these contributions would be compliant with CIL Regulation 122 CIL or if under the weight of the other contributions being sought, that this could make developments unviable and therefore undeliverable. 3.4

Response to Question 1: Communications Infrastructure is not specifically addressed within the Plan and hence clear references cannot be given. The following are cited as to where the topic could reasonably be expected to be addressed *  Annex 2 Infrastructure Delivery Plan makes no reference to Telecomms *  EMP6 addresses requirements for FTTP as do other design areas. *  Intro to IDP, Appendix 1 makes no reference to Telecomms Providers The scope of a Communications Infrastructure is sig

Regarding the draft Local Plan generally, our main concern is the huge funding gap for infrastructure. Lack of funding for infrastructure will detrimentally affect social, environmental and economic aspects of life on all levels, and so development becomes unsustainable. This renders the plan unsound. Also, from conversations with residents, many people believe they will automatically get, for example, new schools, discovery parks, sports facilities, environmental improvements in their areas as

Policy IMP1: Infrastructure Provision 5.50 The supporting 'Infrastructure and Delivery Plan and accompany Schedule, May 2016', is very light in detail. Having reviewed the schedule in several instances it is unknown how several pieces of infrastructure will be funded since contributions are not to be pooled through CIL. In many cases it is also assumed that S106 contributions from certain developments will meet specific infrastructure requirements. There is no analysis to demonstrate that t

5.456 Working with providers to contribute via S106 to the local infrastructure is fine if it really is transparent and really provides for the items for which it is intended. Greater clarity should be available for all infrastructure funding by all developers.

In general Kent Police believes the proposed Draft Local Plan is a very good but there are one or two areas where it could possibly be deficient. Please note, in compiling this response, Kent Police has: taken in to account recent planning appeal decisions; updated its data used so it is most current; and, taken in to account the latest projected housing growth and directly associated population growth contained within the draft Local Plan. As such, this will have resulted in a difference with

The document sets out proposed housing plans and areas for development. An infrastructure has been considered however, I believe that this has not considered the impact on the other existing roads within and around Ashford. These I do. To believe could cope with the the increased traffic that further housing will bring and create further traffic crisis to already difficult roads. I am concerned that there are no extra health facilities being developed and am concerned that the extra population
