The Policy addresses the provision of Exclusive Homes, identifying a need for such homes within the district but allocated only two sites and a total of 5 such dwelling units. It is submitted that the draft Plan does not accord with the NPPF in terms of ensuring an adequate land supply and providing a wide choice of sites where deliverability can be assured. Policy HOU5 and NPPF Paragraph 55 makes sufficient provision for 'exclusive' homes in the countryside and will encourage innovation. Because of this, CPRE objects to the allocation of this sites for exclusive homes. Allocation of sites for exclusive homes is unnecessary, is not in keeping with the intent of the NPPF, is given sufficient flexibility in HOUU5 and does not understand the importance of 'site' and the crucial inspiration generated by a site for high quality and innovative design.
