The general presumption that the provision of new employment premises in the countryside will not be permitted is strongly supported by the Village Alliance, a group of some 300 local residents who are committed to protecting the quality of the rural areas within the Borough, particularly as a strategic gap between developments connected to Ashford and those adjacent to existing rural communities.

Policy EMP5 and the preceding text is not consistent with national policy and other policies in the Local Plan. The policy infers that in principle new employment premises cannot be located in the countryside, whereas policy EMP1 allows for new buildings in the countryside, albeit adjacent to rural settlements (inter alia). The Parish Councils at Aldington & Bonnington and Brabourne & Smeeth have investigated the need for a Landscape Protection Policy (LPP) in their respective areas, and comprehensive comments on this issue have been provided in respect of Policy HOU4. However, for the policies as proposed to have effect, amendments are also proposed to policy EMP5.

Add the following so that the bullet point d. reads: 'any impact upon the local road network can be mitigated. In the rural settlements, it must be demonstrated that the development will not generate a type or amount of traffic that would be inappropriate to the rural road network that it serves it. Mitigation should not adversely alter the character of the rural road network.' Add new bullet on parking access to read: 'sensitive provision can be made for parking and access;'

With regard to EMP4 and EMP5, we are somewhat concerned that the policies may be unnecessarily restrictive in respect of small-scale, artisan or professional services businesses. These may not fulfil the requirement in EMP5 (a) that it be essential they be located in the countryside, but would otherwise comply with the requirements.
