The County Council welcomes the inclusion of paragraphs 5.413 to 5.419 and is fully supportive of the Borough Council's Cultural Strategy which prioritises 'People and Place' by creating excellent creative activity to make the Ashford Borough a more competitive location for relocation and increase opportunities for creative sector job growth.

The County Council notes that development contributions will be sought for 2,974 dwellings out of the total 5,010 planned additional units throughout the plan period and has assessed the impact of an additional 2,974 dwellings on Education infrastructure across the Ashford Borough. The proposed provision of 2,974 units is forecast to generate up to 830 primary pupils which cannot be accommodated within existing capacity in local schools. To facilitate the increased demand from the proposed grow

Policy COM1 provides a general support for community facilities and outlines the circumstances in which they should be delivered in conjunction with a development scheme (either on-site or through S106 contributions). There is, however, no provision within policy COM1 (or any other policy) that sets out the circumstances in which community-led development would be acceptable. There seems to be a general reliance in the plan on such development being brought forward through Neighbourhood Plans,

Health & Wellbeing is of major concern as the population grows. Here more GP practices should be encouraged to develop their services to provide mini clinics etc. While some already do this others don't and the message needs to get across of the benefit this can have on the workload of A & E.

Draft Policy COM1 provides a strategic policy for meeting community needs and outlines the types of infrastructure and facilities required to meet the needs generated by new development. We support this policy, but consider that the policy should also promote community led development and those which specifically support strong, vibrant, healthy and sustainability of communities through the provision of new facilities and functions.

There is no particular section for health, whereas there is for transport and health is not mentioned under the Topic Policies either? In general there is no mention of current health facilities in any of the statements. The NHS Forward View restates the vision that the foundation of NHS care will remain list-based primary care and sets the dynamic direction for the big changes needed in GP services. It envisions breaking down the barriers in how care is provided between GPs and hospitals, bet

Policy COM1 – the inclusion of sports facilities within the definition of infrastructure is welcomed. The provision of development monies secured via S106 where there is localised need is also supported. The last line should be reworded to read 'In the Borough as a whole, the loss of existing community infrastructure will be resisted unless sufficient evidence has been submitted to demonstrate that they are no longer required or are obsolete and that suitable replacement provision of the same

5.413 Loss of a youth theatre, without alternative community theatre space, is a blow to the otherwise thriving arts scene. Couldn't a community theatre be established near the Elwick development? 5.419 Would murals be welcome?

Education sector - its important to provide enough quality school places to meet the needs of Ashford's growth.Ther is no mention of the Adult education provision within the borough. Health - Provision for new facilities are mentioned, but who will staff these and is the Local Health Authority will to take these on? It is currently very difficult to register at a doctors' or dentists' surgery.
