William Harvey Hospital (S18)

  1. Green travel plans are to be required by each development on this site to reduce the parking by staff on local residential roads. It is noted that there is a discount for part time workers at WHH who can buy a reduced price permit to park in the public car parks but there is an issue as to whether this discount is enough. It is also noted that the 10A, C and H routes run by Stagecoach are not particularly well used and the Green Travel Plan produced by applicants should promote their use ahead of car. Also, car sharing should be promoted. Does the Trust have a “Cycle To Work” scheme? If not it would help tackle this problem and should be part of the Plan.
  2. Air pollution monitoring is required by WHH and surrounding users (the incinerator is a notable concern) to measure the impact and determine when a reduction strategy is required. The air quality issues at WHH may be exacerbated by the M20 J10A construction and operation.
  3. A review of the impact of any additional commercial / health development on S18 on nearby residential roads is required ahead of any further development. It may be necessary to have the matter of parking back to the JTB as an urgency ahead of adopting the local plan so that the impact on residents can be ameliorated as far as possible.
  4. The tall building policy referred to above should allow the height of the hospital to be increased. This would allow the WHH to grow and expand to keep pace with the growth of Ashford and Shepway that are being contemplated by Ashford and Shepway’s Local Plans. The Shepway plans are highly relevant here because 12,000 homes are planned at Otterpool Park near J11 which will result in WHH needing to grow and this must not be to the detriment of Willesborough residents.
  5. The policy on building above car parks referred to above would also assist with the capacity of parking on the site as the car park may need to become a multi-storey car park. It is pleasing to read in the Core Strategy that multi-story car parks will be encourages in Victoria Way and elsewhere in the town centre but these should also be promoted at S18.
  6. The site is located between two locations which will have improved motorway junction access – J10A on the M20 and a new junction with A2 south of Canterbury (Site 1 in the Emerging Canterbury City Plan). It is reasonable to assume that this means that there will be a greater number of lorry movements on Kennington Road and the cumulative impact of this must be included in the assessment of more development on S18.
