Objectively Assessed Needs: it is noted that the Plan intends to meet the borough’s full OAN for housing (13,813 homes) over the Plan period, increased to 14,680 homes specifically in anticipation of increased outward migration to the borough from London.  The high speed links via HS1 are seen as a specific factor in favour of this increase.  The Plan’s commitment to meet the full OAN for housing within the borough boundaries as expressed in Policy SP2 is welcomed.

Also welcomed is that the Local Plan intends to meet need for employment land in full (Policy SP3). An assessment of the needs for additional gypsy pitches has been undertaken.  The Plan intends to meet the identified pitch needs in full and this is supported although, unlike for other types of needs, this intention is expressed in supporting text (paragraph 5.117 onwards) rather than in a policy.  The additional pitches will be delivered by means of specific site allocations and by granting consents on suitable windfall sites within the borough.

Plan’s timeframe:  The Plan’s timeframe is 2011-2030. This means that the Plan will have less than 13 years to run at the point of its adoption which is some way short of the stated preference in the Framework that Local Plan’s should have a 15 year time horizon. ABC may wish to consider if this fact poses some risk to the overall soundness of the Plan.
