Section 3 Strategic Policies

Economic Development

We support the Strategic Objectives of the Local Plan outlined in Policy SP1. In particular we support the

objective to provide a range of employment opportunities to respond to the needs of business, support the

growing population and attract inward investment. It should be made clear that significant weight in the planning

process should be given to development proposals that are consistent with these objectives.

We welcome the recognition (at paragraph 3.117) that retail and leisure development plays an important role in

the economy of the borough. However, we believe that the well-established DOC that falls outside of the defined

town centre is also important in supporting the local economy and is complimentary to the town centre’s viability

and vitality. This should be made clear.

Policy SP3 outlines that 11,100 new jobs will be achieved in the borough between 2014 and 2030, including

through the maximisation of town centre opportunities and promoting rural employment opportunities. We

consider that ‘edge of centre’ sites, such as the Ashford DOC, are major employers and contributors to Ashford

as evidenced by the recent planning permission for Phase 2 which will deliver an additional 537 new jobs in

addition to the circa 900 jobs the existing DOC supports. After implementation of Phase 3 the DOC will support

over 2000 FTE jobs across a broad spectrum of positions.
