Overall we are pleased to note that matters of interest to us have been addressed and as such we consider the sound. We do however, have a few comments to make and suggested amendments for clarification purposes.

Policy ENV4 - Light Pollution and Promoting Dark Skies Policy

In the text preceding the policy, there is reference to the fact that light "in all areas of the Borough, obtrusive external lighting can result in harm to residential amenity and to the diurnal rhythms of biodiversity".

There are other rhythms of biodiversity affected by obtrusive light pollution including seasonal migration of fish both up- and down-stream. These too need to be mentioned in the policy and appropriate mitigation should be provided for them by developments close to riparian margins.
