The identity and attractive character of the Borough’s rural area, with its range of attractive settlements, wealth of heritage assets and its expansive countryside, including the Kent Downs AONB to the north and the High Weald AONB to the south, will be protected and enhanced.


Discussion: The Parish Council welcomes this explicit recognition of the intrinsic value, character and beauty of the countryside of the Borough as a whole, not just the protected landscape areas. However, this paragraph in The Vision does not accord the weight due to the AONB designation, or reflect the statutory duty of regard for the primary purposes of AONB designation, namely the conservation and enhancement of the natural beauty of the area. This point is outlined in para. 3.67.

Proposal: delete “including” and insert [pre-eminently] the Kent Downs AONB… AONB to the south” add [and the setting of these AONBs] will” Add [The character of the countryside and the landscape and scenic beauty of the AONBs will be conserved and enhanced. Environmentally sensitive and sustainable proposals for rural tourism and outdoor recreation initiatives, and related employment opportunities will be encouraged in appropriate locations. In particular, development will safeguard the best and most versatile (BMV) agricultural land in the Borough, minimise traffic on rural roads, improve wildlife areas and the connectivity between habitats, combat light pollution, protect of areas of tranquillity and improve broadband speed]
