Policy S5 proposes the Land south of Pound Lane site is allocated as a residential development residential development, for up to 100 dwellings.


The policy states that the development shall “provide a proportionate financial contribution to the delivery of the Pound Lane Link Road and the delivery of Highway England’s scheme for a new M20 Junction 10a.”

The impacts of the site on the SRN should be set out in the transport evidence base. In the absence of a current transport evidence base there is uncertainty regarding the SRN impacts of this site and whether or not the proposed development is deliverable ahead of M20 Junction 10a.

In the absence of this information, we recommend that for Policy S5 to be effective and “sound” in accordance with the NPPF, the following policy wording additions and deletions should also be applied:

No occupation of the residential element of the development shall take place until the proposed M20 Junction 10a is complete, in accordance with Policy TRA1.
