Policy 18 supports proposals to improve, expand, reconfigure and consolidate the range of medical facilities at the William Harvey Hospital. We would welcome early engagement with the Hospital when such proposals are being scoped. We support the policy requirement for a Transport Assessment and Travel Plan to be provided, along with the provision of measures to mitigate any impact of development on the wider transport network. However, we note that it appears that under 13/00569 additional parking provision was permitted at the hospital, subject to various conditions including the requirement to produce, agree and implement a Travel Plan. The ABC planning database appears to indicate that the Travel Plan condition (02) has never been discharged. This is of great concern to us as you will be aware the Travel Plan is very important to us as it is been one of the few opportunities to deal holistically with the whole site and its impacts now and looking to the future. Therefore, we require sufficient clarity and certainty regarding the management of transport impacts in order to be able to confidently support any future planning applications relating to the hospital.
