Singleton Lake Public Spaces Protection Order Consultation
Ashford Borough Council is seeking your views on the renewal to the current Public Spaces Protection Order (PSPO) for Singleton Lake (see the map on the following page), the proposed renewal includes changes to the wording of two existing restrictions. PSPOs are legal tools introduced under the Anti-Social Behaviour, Crime and Policing Act 2014 to help councils tackle persistent anti-social behaviour (ASB) issues that negatively impact the quality of life in public places. They are designed to ensure that everyone can enjoy these areas safely and responsibly.
The current PSPO was implemented to address behaviours that have been identified as causing nuisance or harm to the community, such lighting fires, removing or interfering with lifesaving equipment and other activities that undermine public safety and wellbeing. These measures are part of our ongoing commitment to reduce anti-social behaviour (ASB), improve community safety, and maintain a welcoming environment for residents and visitors.
Your feedback is essential. This consultation gives you the opportunity to share your views on the proposed renewal of the existing PSPO and suggest any additional issues you believe should be considered. The responses will help shape the final decision and ensure that the PSPO reflects the needs and priorities of the local community.

Restrictions
The current PSPO restricts the following activities in public places as defined by the attached map. These restrictions in this wording will remain the same on the proposed PSPO.
All anglers must have a valid ticket for fishing at the lake from an authorised agent of Ashford Borough Council.
All anglers must have appropriate rod licence issued by the Environment Agency with them and produce on demand.
No night fishing – No anglers shall fish at the lake between sunset and sunrise.
All anglers must fish from the platforms/swims/pegs provided.
All fish caught must be returned to the lake whether dead or alive.
Water birds must not be driven away by throwing stones or any missile.
No lighting of fires.
No damage shall be done to the bankside, trees or water plants by digging, cutting or otherwise.
No person may remove, displace or otherwise interfere with any life saving equipment (except in an emergency).
No person may deposit in or on land controlled waste.
No person may enter the water at any time (except in an emergency situation)
No amplified music, radio, or other audio is to be played through any device, electronic or otherwise, with exception of audio devices used in conjunction personal headphones that effectively remain inaudible to other users of the public space.
No boating on the lake.
The proposed changes to the wording of some existing restrictions are;
No person shall refuse to stop drinking alcohol or hand over any containers (sealed or unsealed) which are believed to contain alcohol, when required, to do so by an authorised officer in order to prevent public nuisance or disorder within the designated public space.
No person shall use foul or abusive language likely to cause harassment, alarm, or distress.
No person shall erect any non-permanent structure, including tents or pallet houses, in public spaces without prior authorisation.
No person shall urinate or defecate in any public place.
Any person who without reasonable excuse, fails to comply with requirements of the order commits an offence and shall be liable to a fixed penalty notice of a £100.
